You studied abroad. Now a UAE employer, university or visa office wants to know if your degree counts here. That is what an equivalency certificate is for.
The process has changed. Much of what you read online is out of date. One common piece of advice is simply wrong.
Equivalency Is Now Called Qualification Recognition
The Ministry now calls the service Qualification Recognition. The result is sometimes called a report, sometimes a certificate. The wording is not consistent, so do not read much into it.
MoHESR handles higher education awards: diplomas, bachelor's, master's and doctorates. The Ministry of Education handles school papers like Grade 12. Go to the wrong one and you lose time.
Recognition and Attestation Are Not the Same
Attestation proves the stamps and signatures on your degree are real. Recognition proves the degree itself meets UAE standards. Two jobs.
You will read that you must attest your degree first. Current provider guidance says no special attestation or stamping is needed for the check. Clear scans are fine. You do need a legal translation if your papers are not in Arabic or English.
You may still need attestation later. Your employer may want it. So may a licence body, or the visa office. Those are separate demands, with separate triggers.
Who Actually Needs One
It is triggered by what you apply for, not where you studied. It comes up when you are:
- Applying for a government or semi-government job
- Getting licensed in a regulated profession
- Joining a UAE university on a postgraduate course
- Changing employer, where the new one checks qualifications
- Applying for a visa category that rests on your degree
An equivalency certificate for golden visa purposes is one example. Routes built on a degree may ask for recognition, or other proof of study. Investor and property routes use different evidence. Check your own category first.
Your Degree May Be Recognised Already
This one saves people the whole process, and almost nobody mentions it.
Did you graduate from a UAE university? The Ministry runs automatic recognition across more than forty UAE institutions. Graduates get it on graduation, with no separate application. Tens of thousands have used it.
So check the list before you pay anyone. It covers UAE institutions only. A foreign degree takes the route below.
The Check Comes Before the Application
An authorised provider checks your degree first. This is not attestation. They confirm it with the place that issued it.
More than one provider is authorised, and the list has changed before. Check the Ministry's service page for who is listed now. Do not trust an older article, including this one.
Then take the result to the Ministry stage. Sign in with UAE Pass, apply and pay. Apply too early and the file just stops.
What You Typically Need Across the Process
The Ministry cut its own list from fourteen items to four. Across both stages you may still need more:
- Your final degree certificate
- A full transcript covering your whole period of study
- Any extra academic papers asked for in your case
- Passport copy, plus Emirates ID if you live here
- A verification report from an authorised provider
- Legal translation, if the papers are not in Arabic or English
A provider can ask for more. So can a regulator. Work in a licensed field? Check with them too.
Your Institution's Status When the Degree Was Issued
This is the detail that decides cases.
Under the current rules, the awarding institution had to be legally set up, licensed and accredited by the proper authority in that country at the time your degree was issued.
Note the date that counts. Not today. The day your degree was issued. If the status back then is unclear, check the record before you apply.
Recognition Can Be Revoked
The Ministry does not only grant recognition. It can take it back.
It may revoke one already issued if it later finds the conditions were not met at the time. Be precise here. A later change in status does not by itself undo a recognition already granted.
The Ministry has also acted against individual institutions that broke national standards. Those are decisions about one named place, not the general test.
Distance and Online Degrees
There is no single blanket answer.
It turns on the award, the awarding institution's status when it was issued, what the check finds, and what the body asking wants.
Choosing an online course for UAE work or licensing? Ask the authority that will want it. Do that before you enrol.
Indian Degrees and Other Common Cases
The rules are the same everywhere. The checking is not. Record systems and reply times vary.
For an equivalency certificate UAE for Indian degrees, that gives a few practical checks. Was the awarding institution properly set up, licensed and accredited in India when it issued your degree? Studied through an affiliated college? The college and the awarding university are not always the same, so make the link clear. Send the final degree and the full record, not a provisional certificate. If your name differs from your passport, expect proof to be asked for.

Where Applications Go Wrong
- Wrong authority. School papers go to the Ministry of Education.
- Applying too early. Verification has to finish first.
- Name mismatch. Fixable, but only with the right proof.
- Partial transcripts. Gaps raise questions nobody can answer.
- No translation. Anything not in Arabic or English needs one.
- Unclear institutional status around the date your degree was issued.
- Wrong award type. A diploma or higher diploma is not automatically equal to a bachelor's degree, whatever a brochure implies.
How Long It Takes
Two stages, two clocks. The check is usually the longer one. It waits on the place that issued your degree. Current provider guidance gives a rough figure of about eighteen days, depending on how fast they reply.
The Ministry stage is quick once the check is done and your file is in order. Its published target is two working days.
